Show Home Rebate Program

The City of Yorkton has developed the Show Home Rebate Program, a golden opportunity for dynamic homebuilders to shape the future of residential development in Yorkton. This incentive offers a substantial rebate equal to 50% of the purchase price of the lot to eligible homebuilders who construct and sell show homes on City-owned residential lots.

 Program Summary

In order to qualify for this rebate:

  • The applicant must have proven capacity to construct a residential dwelling by October 1, 2024.
  • The show home must have a completed interior and exterior and can be furnished at the discretion of the builder.
  • The primary exterior finishes of the show home must be accompanied by some type of complementary finish on the façade (i.e. brick, stone, etc.).
  • The show home must be grassed or turfed in the front yard and have a finished hard surface driveway and finished posterior deck.
  • The show home must have an above grade square footage of between 1,400 – 2,200 sqft, with a minimum of 1,000 sqft on the main level.

Preference will be given to locally-owned businesses.

Updates to the Sale of Residential Lots Policy allow contractors building a spec home to secure a lot with a 10% deposit. The balance owing is due within 24 months from the date of signed Agreement.

Residential Construction Incentive

The City of Yorkton is offering the Residential Construction Incentive again in 2024. The incentive grants a 100% tax rebate over a 5-year period to the owner of a new one, two, three or four unit dwelling constructed on a City or privately-owned vacant residential lot.

 Program Summary

This incentive aims to encourage construction of new homes, including:

  • Site-built homes.
  • Ready-to-move and modular dwellings constructed within the City or the adjacent Rural Municipalities.

Construction must begin in 2024.

Revisions to the Sale of Residential Lots Policy now allow contractors who are licensed by the City of Yorkton to:

  • Secure building and advertising rights on a City-owned lot with only a 10% deposit.
  • Pay the remaining balance owing on the lot once the home is sold, or a period of two years has passed since the deposit date, whichever is sooner.

Eligible contractors must have previously built at least one dwelling in the City of Yorkton, or maintain a current Yorkton Chamber of Commerce membership.

Rental Housing Incentive Program

This program encourages development and supply of new rental units in the City of Yorkton, which accommodate working class professionals moving or relocating to Yorkton in order to keep pace with economic growth. 

 Program summary

 Developers can apply for either a 5 or 10 year commitment per property.

  • The program will offer 5-year 100% tax exemption to the developers for building multi-family rental units on condition the units must remain rental for 10 years and can be rented at fair market value.
  • The program will offer 5-year 100% tax exemption to the developers of a condominium project. 
  • The program will offer 2-year 100% tax exemption to the developers for building multi-family rental units on condition the units must remain rental for 5 years and can be rented at fair market value.
  • The program will offer 2-year 100% tax exemption to the developers of a condominium project.

Business Improvement Incentive Program

The Business Improvement Incentive Program was created to encourage all commercial property owners in the City of Yorkton to enhance the appearance of their buildings and to help lower costs for the creation and expansion of locally-owned businesses. The Business Improvement Incentive Program includes the Façade and Site Improvements Incentive Program, the New Construction Incentive Program and the Vacant Building Tax Abatement Program. 

Façade and Site Improvements Incentive Program

This program provides incentives to property and business owners to renovate, restore, or redesign commercial building façades and storefronts in the City of Yorkton. The goal of this program is to make commercial areas more inviting and visually appealing to visitors and residents, increase property values, build civic pride and stimulate the local economy.

 Program summary

 This program can provide incentives of up to:

  • One-third of the combined total cost of eligible façade and site improvements up to a maximum of $10,000 (i.e. total costs up to $30,000).
    • Within this total a maximum reimbursement of $1,000 is allowed for professional design fees.
  • For any business within the Yorkton Business Improvement District an additional reimbursement of one-third of the combined total cost of eligible façade or site improvements up to a maximum of $10,000 (See Eligible Properties Map).

Projects must have a minimum total project cost of $10,000 in order to qualify.

All applicants must own the property and have commercially assessed property taxes. At the time of application, your tax balance must be up-to-date.

Project applications are on a first-come first-serve basis.

Projects must be completed with final supporting documents submitted no later than October 31 of each year (project completion deadline).

How do I apply

New Construction Incentive Program

This program provides incentives to applicants who are constructing a new commercial building or adding onto an existing commercial building. The goal of this program is to help expand our local businesses and invite new businesses to our city. We want to build civic pride and stimulate our local economy. 

 Program summary

This program is available for new building construction for a new or existing business which is locally-owned and creates an increased assessed "improvement" of more than $50,000.

  • Abatements of increased assessed improvements will be capped at a value of $500,000.
  • The business needs to be licensed by the City of Yorkton.
  • The business must be locally-owned. If the business is incorporated, the majority of shares must be held by individuals who reside within the geographic boundary of the Yorkton Planning District, including the City of Yorkton, Rural Municipality of Orkney, Rural Municipality of Wallace, York Lake Regional Park, Town of Springside, Village of Rhein and Village of Ebenezer. 

Tax abatements will be applied only to additional assessment, at the following rates:

First year: 100%
Second year: 80%
Third year: 60%
Fourth year: 40%
Fifth year: 20%
Sixth year: Return to full taxes

All applicants must own the property and have commercially assessed property taxes. At point of application, your tax balance must be up-to-date.

Project applications are on a first-come first-serve basis.

In the event that more applications are received than there is available funding, this program will favour applications by business owners who reside in, and pay residential taxes to, the City of Yorkton.

Projects must be completed with final supporting documents submitted no later than October 31 of each year (project completion deadline).

Abatements will be applied in the year following substantial project completion.

How do I apply 

Vacant Building Tax Abatement Program

This program provides incentives for vacant buildings or vacant portions of buildings that are occupied by new locally-owned businesses. The intention is to offset the cost of bringing the building up to the National Building Code and to stimulate economic activity. The goal of this program is to make commercial areas more inviting and visually appealing to visitors and residents, increase property values and build civic pride. 

 Program summary

This program will be applied to both existing and new assessments of the vacant building or applicable vacant portion, to a maximum of $500,000.

Tax abatements will be applied to both new and existing assessment. Where an application is for a vacant portion of a building, the abatement will be applied proportionately to the new and existing assessment of the vacant portion. Abatements will be implemented at the following rates:

First year: 100%
Second year: 75%
Third year: 50%
Fourth year: Return to full taxes

Project applications are on a first-come first-serve basis.

Projects must be completed with final supporting documents submitted no later than October 31 of each year (project completion deadline).

Abatements will be applied in the year following substantial project completion.
